Calendar - not getting meeting request responses from BBC "resources"

using Office 2010 - Windows 7

I am sending calendar invites to multiple users.  I do not want those invited to see an of the others, so I used the steps outlined here: "support.office.com/en-us/article/Add-Bcc-recipients-to-a-meeting-request-fcaff39e-7fcd-4a77-81e9-b609c57dadb1" - categorizing each person invited as a "resource"

While I am getting replies/responses from those internally within my company (on the same exhange server, if that matters), I am not receiving anything from anyone outside my company.  Further, when I open the meeting in my calendar and use the "tracking" button under the "meeting" tab, I see NONE for a response from anyone outside the company- even those who I know have responded.

Would be grateful if anyone has an idea of how I can correct this.  I am happy to use another method to BCC if needed.

Hi,

By default, Exchange Server are not configured to process external meeting requests or meeting responses. We can run the following command in EMS ro enable this feature for this user (Organizer):

Set-CalendarProcessing <var>MeetingOrganizerName</var> -ProcessExternalMeetingMessages $true
